Donald P. Dulchinos is Senior Vice President, Advertising and Interactive Services, for Cable Television Laboratories, Inc. (CableLabs®).  Mr. Dulchinos directs and manages development of technology supporting advanced advertising and interactive services that are being introduced by cable MSOs.  Technology areas include work on platforms, interfaces and system integration and deployment.  Technologies include the ETV/EBIF (Enhanced Television) platform that runs on set-top boxes or digital televisions, CableLabs Advertising Stewardship and Fulfillment Interfaces, and SCTE 130 architecture for addressable advertising.  Key elements of the work include supporting industry relationships with broadcasters and cable programming networks, as well as working in concert with industry joint venture Canoe Ventures LLC. 

Immediately prior to this work, Mr. Dulchinos directed and managed the OpenCable (known by the consumer brand “tru2way”) project, an initiative of the cable television industry managed through CableLabs with a goal of defining a family of advanced, interactive digital devices (TVs, PCs, set-tops) which support the range of current and future digital cable product offerings.  Product offerings include interactive program guides, video on demand, interactive television, and more.  Mr. Dulchinos oversaw the development of OpenCable hardware specifications in cooperation with cable companies and consumer electronics manufacturers, and also coordinated input from the Hollywood production community, the Federal Communications Commission, and national retailers such as Best Buy.  He also managed an effort to define a Java-based, common software development platform for OpenCable devices, called the OpenCable Applications Platform (OCAP), with the goal of supporting a range of interactive television applications and services.  Mr. Dulchinos built and managed the Advanced Platforms and Services Department within CableLabs, with a staff of more than twenty full time technical, business development and software professionals. 
   
Before joining CableLabs®, Mr. Dulchinos was director of research with the National Cable Television Association, where he specialized in technology assessment and strategic/competitive analysis of other telecommunications and information industries. Prior to that, he was an analyst at National Economic Research Associates in Washington D.C., and before that he was a technical information specialist in the Congressional Research Service at the Library of Congress.

Mr. Dulchinos holds a master’s degree in public administration from the Graduate School of Business and Public Management at the University of Denver, and a B.A. in economics from Union College in Schenectady, NY.
